If you can access the wiki fine, but are having problems downloading files (timeouts), please visit this thread for more information. If you know how to, you can use a proxy server located in the US to workaround this problem while it is being fixed. Please note that if you use IE and get corrupted downloads instead of timeouts/unreachable server, this is not the problem (please see the FAQ entry on corrupted downloads instead).
