IMSLP:Permissible licenses
Free public domain sheet music from IMSLP / Petrucci Music Library
The licenses that are permissible on IMSLP for different types of submissions are different.

Scans
Scans do not by themselves have copyright, and thus scans of public domain works will also be public domain. And therefore "public domain" is the only valid choice if you are submitting a scan. If you want to submit a scan of your own work, or a piece that you have the permission of the composer to distribute, please select "New Composition" instead.
Manuscript Scans
This is exactly the same as normal scans.
(Re)Typesets
Due to discussion in this thread, the only permissible copyright licenses for re-typesets of public domain works are "cc by 3.0" and "cc by-sa 3.0". "Public domain" is not permitted because it is not a valid license in the EU. Please select "cc by 3.0" if you want to license your work as close to the public domain as possible.
It should be noted that, for practical purposes, all re-typesets will be treated as new "editions"; otherwise the typeset will not have a claim to copyright anyway.
New (original) Compositions
If you have the permission of the composer to submit a work which is still copyrighted onto IMSLP, you can choose any of the Creative Commons and Performance Restricted licenses. Please do not select public domain when submitting a copyrighted (new) work, because "public domain" is not a valid license in the EU.
