It is very unlikely that this work is public domain in the EU, or in any country where the copyright term is life-plus-70 years. However, it is in the public domain in Canada (where IMSLP is hosted) and other countries where the term is life-plus-50 years (such as China, Japan, Korea and many others worldwide). As this work was first published before 1923 or failed to meet notice or renewal requirements to secure statutory copyright with no "restoration" under the GATT amendments, it is very likely to be public domain in the USA as well.

Orchestra: 2 Flutes, 2 oboes, 2 clarinets, 2 bassoons, 4 horns, 2 trumpets, 3 trombones, tuba, timpani, strings (orchestration of revision)
Exists in two versions, according to Greene (Henry Holden Huss: an American composer's life.) Performing materials for the first version, however, seem to be lost (only the reduction survives); the family received the materials for the revision from Schirmer in 1956 and they are now in the New York Public Library (and can be borrowed from the Free Library of Philadelphia also (which has copies), under some circumstances). (Greene, p.198.) (Therefore, the version recorded on the Hyperion CD is the revision, not the 1894 version here.)
(There are other concertante works by Huss, some for piano and orchestra (the material -score & parts - for a Rhapsody/Symphonisches Fantasie Stück - is also at FLP), and a violin concerto in D minor, Op.12 (1894 (ca.July), written for Maud Powell; letters detailing its progress are described in Greene's book). A violin/piano score of that concerto is at New York Public Library.)
