Notes to recording say "Appeared first in 1819"- I assume this means premiered in public, not published. Worldcat suggests a date as early as 1812 for composition, but - unclear.

The linked dissertation looks interesting from its title alone, especially if it contains precise and proven information about the work, not "just" ("just"?) a typeset full conductor's score, welcome of itself! As it is, unlike some other dissertations, this one is only available to a limited readership. To those who can access it I have provided the link.

According to the Moscheles family memoirs it was published by Spina of Vienna.
