It does seem that Google Books has scanned in practically nothing with the word "Tasboni" in it that relates to this opera. However, this (from a Nebraska newspaper) mentions a later performance in 1923, and notes that Fulton (whose full name is not given) once lived in Pawnee City.

From the account of a later performance (in the Beatrice Daily Sun, 10 April 1964, page 7 (though possibly badly OCR'd)):

"PAWNEE CITY — Members of the Pawnee City Rotary Club and their wives and children, are presenting the comic opera, "The Isle of Tasboni," Friday and Saturday nights, April 17 and 18, at 8 p. m. In the high school auditorium. The opera has deep roots In Pawnee City history. It was written in 1901 by a Pawnee City lawyer named Fulton, and has been produced here five times, most recently in 1929."
