thanks a lot for your response! Ok, then we have the permission from you to host D. Blagoy's works here on IMSLP.
As you can see from my user talk page we first had to discuss some points, so my answer comes a few days later. Here a short summary: you can upload the works published by Soviet State Music Publishing companies like Muzgiz or Soviet Kompozitor. If a vocal work contains lyrics of an author who died more than 50 years ago it's ok. Please remove covers if they contain artwork. If an editor is mentioned we must check if the editorial work (for example fingering, phrasing, etc.) is significant or not.
We usually recommend the licence: Creative Commons Attribution Non-commercial 3.0 to prevent the works from being sold (...eBay, etc.) Hence I have changed this, if you don't agree you can change it back to Creative Commons Attribution 3.0. Regards, Hobbypianist 19:29, 8 September 2011 (UTC)

P.S. At the beginning of a web page http://imslp.org/wiki/Category:Blagoy,_Dmitry is still a warning: "All works by this person are still under copyright in Canada, the EU, Japan, and elsewhere and are thus subject to deletion". Should I remove it somehow?

Hi Anna! I'm not Hobbypianist but I saw your message and thought I would respond. Don't worry about the notice on your father's category page about his works not being in the public domain. In most countries in the world his works won't be public domain until either 50 or 70 years after his death. Since you've chosen to make his works available to the public under a Creative Commons license they will be available to users to download. Currently, IMSLP is in the process of merging the collection of the Werner Icking Music Archive and as a result there is a large backlog of submissions that have to be cleared by our copyright reviewers.
