Paiman, the 2 piano reduction is NOT public domain. If you'll look at the miscellaneous comments on that page it clearly says that. Make sure you carefully read the page on public domain if you have questions whether something is public domain or not: http://imslp.org/wiki/Public_domain And also, all of Ravel's works you see on IMSLP constitute all that can be uploaded, so if it's not here it's because it's not public domain.
