Sorry, but to submit a file, you must

  1. Verify that either the file is in the public domain, or you have the appropriate permissions to upload it (this would be the case for one of your own works)
  2. Create a composer category, or use the correct one that already exists (if applicable)
  3. Create a work page, or use the correct one that already exists (if applicable)
  4. Submit the file using the 'Add a file to this page' link

Also, it is suggested (read: please do this) to upload a PDF, as not everyone has the power to open Finale files. Of course, you can include a Finale version as well, but please at least provide a PDF. If you don't know how to create a PDF from a MUS file, you can Google 'Free PDF Printer'.
