Apparently, according to Taylor (Rubinstein: A Life in Music, p.221) written (as "Eine Unterredung über Musik"), and published in German by Senff; a Russian translation sent slightly later to Jurgenson. A translation into English made by the composer's daughter (though others exist). The matter has some confusion about it, and the German text and Russian translation differ somewhat (again, see Taylor.)
