Was this indeed first published in Moscow? Tchaikovsky wrote in 1878 correspondence to Meck (as translated/abridged/etc. by Newmarch, with further abridgements by me here) "the Imperial Chapels have ... forbidden print[ing], or... sing[ing] in church, any sacred compositions which are not included in the published collections of these Chapels... My publisher, Jurgenson, has discovered a way of evading this curious prohibition, and if I write anything of this kind, he will publish it abroad."
OH, I see... Tchaikovsky Research shows that Jurgenson actually deliberately and knowingly violated the law (though the article doesn't quote T's letter so it's not clear from there) - remarkable and to think on, I believe. - ES
