Most likely a son of Izrail Makovich Yampolsky (1905-1976), grandson of the famous violin professor Abram (d.1956). Probably still living. The arrangement is therefore under copyright worldwide and has been deleted. Just because something is published by Muzyka doesn't mean it's fair game.
