Yes they're arrangements in the classic, almost obsolete sense - not unlike like Grainger's arrangements of similar material (though less extensive as a rule). Hoboken included them in Haydn's catalogue of works for a fairly good reason. The harmonizations and accompaniment is Haydn, even if the melodic material is largely taken from elsewhere. These are always a difficult call so I think we can have them in both places.
