This is not an arrangement for solo piano, this is the solo piano part with cues. An arrangement for solo piano is a complete playable piece based on the score; this is the whole solo piano part that happens to contain some of the orchestral accompaniment in small print, not meant to be performed as part of a piano piece - as an arrangement would be - but to help the pianist know when to re-enter during an orchestral performance. There is such a difference between a solo piano arrangement and a piano solo part with cues that I'm not sure how further to explain it?

(I mean, otherwise put, does this "arrangement" "work" in a solo concert? No? (Often it's not even playable if one tries to play the small parts too.) Then it's a part. (If it does work, if it is playable for solo piano and makes in itself a piece for solo piano with no uncomfortable pauses etc.- then yes, it's an arrangement.)
