It appears these parts were edited by someone named Andrey Danilkin, and come from the Valery Sorokin French Horn Library, so the copyright status cannot be confirmed. Could you provide more information about where you got the scans?

You are probably right. I found these parts on the internet and I had no idea they were edited by someone named Andrew Danilkin (it doesn't say on the music). I just assumed that since Eckert was dead since 1941 this arrangement must have been public domain by now.

The name appears once at the bottom of the 1st page of the Horn III part, along with an email address. There are also the remnants of a property stamp for the "Valery Sorokin French Horn Library" on several of the pages. My research did not turn up much on either person, except that Valery Sorokin is or was a member of faculty at the Petrozavodsk State Glazunov Conservatory, and the Karelia State Symphony Orchestra. He also occasionally serves as a juror at competitions. Andrey Danilkin appears to have been a player in a local or municipal orchestra in Moscow at some point. I cannot ascertain if both or either of them are still living, and under what auspices these parts would have been created, but my assumption is that Danilkin typeset them from manuscripts.

It would certainly be very plausible. I did upload a couple other works by Eckert in the past few days (Beethoven Sextet Op.81b in a version with piano instead of string quartet, and his 2nd Horn Concerto. The Strauss Horn Concerto might have been edited in Moscow like other works of Eckert.
