The numerous corrections (in 3 different pencils) are probably not by Ives himself; however, no editor is listed. i hope this will nevertheless have some use as a reference until i can locate a scan of the 1951 edition in its final form (the 2000 critical edition by the Charles Ives Society is unlikely to be public domain)
