Here are ways in which you can contact IMSLP staff:

via e-mail - Please email support at customersupport {at} imslp.org. We will direct your email to the appropriate administrator.
via the forums - admins and moderators will routinely check the "moderator request" forum.
via user talk pages - a list of admins can be found here and copyright reviewers here.
Certain moderators are more active than others at different points in time. On every moderator's userpage, one can find "Babel" boxes to illustrate their polyglot status or lack thereof. If English is not your first language, then it is possible to choose moderators who speak others accordingly.
