Smallwood, according to his Hymntime.com biography, was a "writer and arranger of numerous pianoforte pieces of world-wide popularity". So it would seem likely that the original of this might have been piano, but Smallwood's father was a bandmaster, so there is equally the possibility that this was originally for a band. WorldCat does not show anything other than arrangements, unfortunately. Tagging is subject to correction.
