That the original accompaniment was for full orchestra is evident in the piano accompaniment that includes various notes for passages in the piano that are marked "Hautb.", or "Thême pour violincelle ou Saxophone Ténor".
Then again, it may have been published in an arrangement for clarinet and military band (or that may be yet another work) - in the August 1, 1899 there is a mention (1-line) "Bruyer, V., Concerto pour clarinettes pour musique militaire" (sic? bad grammar?) (in a list of foreign publications resold through Novello)
(The 1898 timestamp, whether or not one can find it in BdlF, seems semi-quasi-confirmed by the appearance of an advertisement for the clarinet/piano version of this concerto, publisher not specified again, in the June 1 1898 Musical Times.)
