Search in various journals etc. turns up 1813 or 1814 as publication date for this work. The arrangement does not seem to be mentioned between 1813 and 1828 in anything scanned by Google Books, anyway - but Weigl plates for 1827-published works like Schubert's Op.88 are way up in the high 2600s, while works published in 1814 are closer to the 1400s in plate, allowing one for now to conjecture that this may have been published around the same time while one continues to look for better evidence.
