general note which will bear repeating and have to be repeated, I guess:
do not mistake first appearance in HMB/RHUL- which only covers the period 1829-1900, for "first publication".
(it's clear, anyway, from HMB searches for Kalkbrenner that he was already up to op.99 in 1829- so that already should be a hint!) This fantasia's publication was mentioned in the December 1823 issue of the Harmonicon, and reviewed there. (See Google Books scan of that issue.)
Schlesinger (Berlin) publication of the work reviewed in the 18 August 1824 Berliner allgemeine musikalische Zeitung, volume 1 (pp.283-84) (one's guessing probably published there 1823 also.) Published in Paris in 1823 also. Publication noted in the Bibliographie de la France 1e série, 12e année (26e de la collection), Nº 42, 18 Octobre 1823, p.616, r.258.
