Well, this is a first. Usually with pieces from the Giant King book it's possible to find at least some basic info online about the composers and their works. But nothing here, nada, zilch. Or maybe my Google-fu is just weak... - R.P.

Might be Fred R. Wenger, who composed a schottische "On Lake Michigan" published in 1900 by National Music Co. of Chicago... but I don't know. - Schissel (that's assuming, too, that the surname actually is "Wenger" on that line. It's not really all that clear.)
"Wenger" is confirmed by the index of the book, which lists all the pieces and composers. Re: ©-date, Since the 1930 edition in my possession already has the text "New Enlarged Edition" on the cover, it can't be the first edition. I saw an 1948 edition being mentioned as well.
