Possibly by Oliver J. Shaw (d.1861) but since several of the several scores just say "Oliver Shaw" also perhaps not. (And unlike some works definitely by Oliver J. Shaw that are here it was first apparently published before 1848.)
Every version says "arranged for the pianoforte"- it seems to follow that the instrumentation of the march, which means original instrumentation, is not for piano. Likewise tag. Given the "performed by the New York Brass Band" indication on one of the scores at Indiana University, it seems more likely that this was the original scoring, though not definite.
