While it is possible that Franz, François, and Ferdinand were pseudonyms created by publishers to profit from the popularity of Friedrich Burgmüller, Franz's output, especially after 1877, being spread across several publishers with opus numbers progressing in an expected fashion and new works disappearing after 1893 suggests the work of an actual composer.
