This “urtext” or “scholarly” (scientific) edition was published at least 25 years ago in Germany and thus is public domain in its country of origin. Such editions are also public domain in Canada because they fail to meet the minimum ‘threshold of originality’ to qualify for copyright as an ‘adaptation’. It may not be public domain elsewhere, however. More information about this can be found here.

Grove Music's work list for Handel states that the keyboard works were "all probably for harpsichord and written before 1720, unless otherwise stated". This work is not specifically mentioned in the work list, though 5 variants for wind ensemble are (HWV 419 with superscripts 2, 3, 4, 5, and 6), but it was apparently from The Ladys Banquet, and other pieces from that set are apparently for harpsichord, so this is also tagged for harpsichord.
