Modern ed by Musica Budapest and Eulenburg Zürich 1973, 2nd ed 1977 5th ed 1983 - unless that is of another clarinet concerto in B♭ of his; he wrote multiple clarinet concertos, and perhaps more than one is in B♭ major. This clarinet concerto (no key specified in the BNF listing) is given a more specific date - 1795- and has a different instrumentation and movement list (Allegro, Largo, Rond[e]au), though it might conceivably be the original version of the partially-abschrift set of parts above... (since copying, even- especially, emphatically (heh)!- by the composer, of course introduces the opportunity by the copyists for thinking about changes.)
To quote Data-BNF: "Grove music online ne mentionne l'existence que d'un concerto de clarinette sans précision, alors qu' il en existe quatre à F-Pn" (this one, one in parts from 1795, and two (full orchestra- "partition"-) scores from 1796 and undated, estimated to first half of 1790s, I think?)
