According to Grove Music, most of Strauss' dances and marches were published for piano first, then (ed.- or simultaneously) also for violin/piano and for orchestra. In this case, WorldCat only shows a piano and a piano 4-hands version.
Not true: WorldCat : "Glocken-Signale. Walzer. Op. 198, instrumentalstemmer" (instrumental parts). Unless one's going to claim that "Glockensignale" and Glocken-signale are different waltzes despite the same opus number? - ES (btw published in 1881 for orchestra and for piano solo, note.)
