According to the Fleisher Collection, this is for flute and strings (possibly a later arrangement, possibly the original, ...?) According to HMB:

"Gruss an Ungarn, f. Fl. m. Orch. ... – m Streichquartett. ... Hamburg, Cranz" (Op.467, flute and orch.)
Op.493 - flute and piano version (one assumes this is not a different work with the same name?- though one notes it is called "Original-Fantasie f. Fl. u. Pfte" - fantasie, not czardas, not tonstück) - published 1899.
