The earliest dated WorldCat entry is "Paris : Brandus, [1854]", so presumably 1854, and the instrumentation is "[pour orchestre] Pour le piano par G. Rossini ... N° 2 : 4 mains" which seems to mean originally for orchestra, arranged for piano 4-hands by Rossini himself. Tagged as such for now, but this is subject to correction.
