According to Grove Music, this was based on the theme from the finale of the Oboe Concerto no.1 (1768) by Johann Caspar Ferdinand Fischer.
1768? Fischer died in 1746.
According to NMA, Grove is simply mistaken here. (Horrors.) The composer was more likely Giovanni Christian Fischer (Johann Christian Fischer, 1733-1800), and 1768 is a terminal publication date (by Longman & Broderip) for the theme, not composition. (RISM also suggests that the later (1733-born) Fischer is probably the source of the theme.)
