It is possible that this is an "arrangement" only in the sense that Peters used Cutter's text, but that the music was Peters'. If Peters used a pre-existing melody, he did not say what it was. There is an example (Sweet memories of thee) where he used someone else's melody for a song, but in that case, he did reference both the composer and title of the original.
