The finale may have some missing tempo markings, or one of the italicized "a tempo" may be meant to be played as "in tempo" (Presto con fuoco) rather than just as a reaction to a local slow-down. It doesn't look like the "Poco lento e cantabile" section is more than a brief thing, judging from the note-value motion- though that can be deceiving!
