Presumably unfinished. It is not complete sure if it is the exactly eighth one (as there are 8 complete symphonies with 2 of them undated), but Biblioteca Digitale Trentina / Trentino Digital Library and the manuscript both titled it as Symphony No.8. According to Francesca Deflorian's catalog, it consists of 3 unknown movements and a scherzo movement.
According to the sketch from the empty measures, it is sure that those measures can be the recapitulation while lower a fifth, or lower a second, with the sketch part remains unchanged. For the last movement P.49-P.76 on the manuscript are not presented in the library archive, thus not known if the above still can be applied to that movement.
Edit: According to the library, P.49-P.76 are lost.
