It appears this publication is intended as a proof copy, rather than the final version of the work. Kreutzer includes a note at the beginning of the full score that reads as follows:

La série de mes œuvres complètes sera, avant toute publication, tirée à vingt-cinq exemplaires, ou plutôt épreuves. Ces épreuves sont destinées absolument à des artistes. Ils savent combien il est difficile d'arriver à une édition définitivement correcte, même après plusieurs éditions successives. En échange de l'offrande modeste que je leur présente, je leur demande de me signaler les fautes de toute nature qu'ils pourraient rencontrer dans ces œuvres. Je leur en serai profondément reconnaissant.

Google translation: "The series of my complete works will be printed in twenty-five copies, or rather proofs, before any publication. These proofs are intended absolutely for artists. They know how difficult it is to arrive at a definitively correct edition, even after several successive editions. In exchange for the modest offering that I present to them, I ask them to point out to me any errors of any nature that they may encounter in these works. I will be deeply grateful to them."

As the work was never performed, and it is unknown whether Kreutzer ever received any criticism from artists on the work, the Symphony should perhaps only be viewed as a first version that Kreutzer never lived to revise.
