The orchestral score says clearly composed 1853, which accords with the following.
This Huldigungsmarsch was composed at breakneck speed on July 17/18 1853 for Carl Alexander's coronation (see Walker, "Liszt: The Weimar Years", p.165-66) which was not however used for the occasion (nor was any other music used for his August 28 inauguration. Walker mentions that the "Weimars Volkslied" was however rescued from the trio of that march and first performed September 3, 1857.) Liszt does list this Huldigungsmarsch as being performed April 9 1859 in Berlin in its orchestral form.
(The worklist makes a distinction between S.228/1 (1853) and its wind band arrangement by Raff (eerily parallel to Raff's later orchestration of a Wagner wind band Huldigungsmarsch for full orchestra, there...) which is possible if only just possible (since Liszt only dispensed with Raff's copying/first-draft orchestration services in late July/early August 1853, after several incidents recounted in Bertagnoli, Paul A. (2002), "Amanuensis or Author? The Liszt-Raff Collaboration Revisited", 19th Century Music, XXVI/I, pp.23-51 (34-35 esp.))
